Decentralization: "30 years, a good age to move forward"

André Viola, President of the General Council informs:
We just celebrated this March 2, 2012, the 30th anniversary of the first decentralization law, the "law on the rights and freedoms of municipalities, departments and regions."
This iconic 1982 law that recognizes the rights and freedoms to local communities has marked a revolution for our country and to the vitality of its democracy.
Now, no more national policy can be implemented effectively without the participation of local authorities, which has since also provided three-quarters of public investment in France.
